چکیده

با تصویب قانون آموزش مداوم جامعه پزشکی، تعلیم مشمولان این قانون جنبه رسمی یافت. ارتقای سطح دانش و مهارت‌های حرفه‌ای صاحبان حرفه­های پزشکی و بهبود شرایط خدمات‌رسانی مهم‌ترین اهداف برخواسته از چنین آموزشی است. لذا امروزه آموزش مداوم جامعه پزشکی به‌عنوان اصلی بایسته، مورد توجه است. رسالتی که اجرای آن بر عهده وزارت بهداشت، درمان و آموزش پزشکی قرار دارد. باید توجه داشت که آثار مثبت و منفی هر قانونی پس از اجرا مشهود می‌شود. بدیهی است پیامدهای مثبت باید تقویت و پیامدهای منفی حذف یا اصلاح شوند، در غیر این‌صورت قانون ناکارآمد تلقی خواهد شد. در پژوهش حاضر از طریق کلیدواژه‌های قوانین و مقررات آموزش مداوم، مقالات فارسی و انگلیسی در پایگاه‌های اینترنتی Google Scholar، SID، Magiran جستجو و استخراج شدند. در نهایت از میان 48 مورد یافت شده، تعداد 27 مقاله مرتبط با موضوع این پژوهش، وارد مطالعه شدند. نتایج نشان داد فارغ از مزایای مقررات آموزش مداوم، ایرادات و آسیب‌هایی از جمله عدم امکان دریافت امتیاز از فعالیت‌های آموزشی-پژوهشی، محدودیت دریافت امتیاز از برنامه‌های غیرحضوری، محدودیت در صدور گواهی نهایی، عدم ارائه آموزش کافی برای برخی رشته‌ها و  اختصاص یکسان امتیاز به سخنرانان در مقررات جاری قابل مشاهده است که نیاز به اصلاح آن احساس می‌شود.

چکیده [English]

With the passage of the law on Continuing Medical Education, the education of those covered by this law became official. Increasing the level of knowledge and professional skills of medical staff and improving the conditions of service provision is the most important goal of such education. Therefore, continuing education in the medical community today is considered a fundamental principle, which is the mission of the Ministry of Health and Medical Education. It should be noted, however, that the positive and negative effects of any law become apparent only after its implementation. Obviously, the positive consequences must be strengthened while the negative ones have to be eliminated or corrected. Otherwise, the law will be rendered ineffective. In this study, Persian and English articles were searched and extracted from Google Scholar, SID, and Magiran websites using the keywords “continuing education rules and regulations”. Out of the 48 articles found, 27 relevant articles were included in the study. Regardless of the benefits of continuing education regulations, there are a number of problems and challenges in these regulations including: lack of allocation of promotional points to educational-research activities, restrictions on receiving promotional points from virtual programs, restrictions on issuing final certificates, lack of adequate training in some disciplines, and allocating equal promotional points to all lecturers. All of these need to be dealt with and corrected.
