چکیده

هدف اصلی تحقیق حاضر ارئه الگوی مناسب حکمرانی مشارکتی در وزارت بهداشت، درمان و آموزش پزشکی کشور در مدیریت بحران شیوع بیماری های نوظهور است. این تحقیق یک تحقیق ترکیبی(کیفی –کمی) می باشد. جامعه آماری در بخش کیفی شامل خبرگان که متشکل از اساتید دانشگاهی و مدیران و کارشناسان وزارت بهداشت، درمان و آموزش پزشکی کشور می باشند. با توجه به روش نمونه گیری گلوله برفی تعداد 14 نفر در بخش کیفی تحقیق به عنوان نمونه حضور داشتند. در بخش کمّی نیز 140 نفر از مدیران و کارشناسان وزارت بهداشت، درمان و آموزش پزشکی کشور حضور داشته اند. ابزار گردآوری داده های تحقیق در بخش کیفی مصاحبه های نیمه ساختار یافته و در بخش کمّی نیز پرسشنامه محقق ساخته است. برای تجزیه و تحلیل داده ها در بخش کیفی از تکنیک دلفی و در بخش کمّی نیز از تکنیک معادلات ساختاری استفاده شده است. نتایج نشان داد در مجموع 60 شاخص در قالب 10 عامل به عنوان عوامل تأثیرگذار بر حکمرانی مشارکتی در وزارت بهداشت، درمان و آموزش پزشکی کشور در مدیریت بحران شیوع بیماری های نوظهور شناسایی شدند. این 10 عامل عبارتند از؛ تعامل راهبردی، اعتماد سازی، مهارت ها، قوانین و آئین نامه ها، پایداری چرخه مشارکت، پاسخگویی، بازیگران ائتلاف، دوراندیشی راهبردی، مدیریت مشارکت و تفکر راهبردی کارآفرینانه.

چکیده [English]

The main purpose of this study is to provide an appropriate model of participatory governance in the Ministry of Health and Medical Education in crisis management of emerging diseases. This research is a combined research (qualitative-quantitative). The statistical population in the qualitative section includes experts consisting of university professors and managers and experts of the Ministry of Health and Medical Education. According to the snowball sampling method, 14 people were present in the qualitative part of the research as a sample. In a small section, 140 managers and experts of the Ministry of Health and Medical Education were present. The research data collection tool is a semi-structured interview in the qualitative part and a researcher-made questionnaire in the quantitative part. The Delphi technique has been used to analyze the data in the qualitative part and the structural equation technique has been used in the quantitative part. The results showed that a total of 60 indicators in the form of 10 factors were identified as factors affecting participatory governance in the Ministry of Health and Medical Education in crisis management of emerging diseases. These 10 factors are; Strategic interaction, trust building, skills, rules and regulations, participation cycle sustainability, accountability, coalition actors, strategic foresight, partnership management and entrepreneurial strategic thinking.
