چکیده

شکاف میان انتظارات اجتماعی و دستاوردهای آموزش عالی، مرتب در حال افزایش بوده است و متولیان آموزشی از شکست­های عینی و ملموس در حوزه آموزش نگرانند. از این رو آموزش عالی برای برخورداری از ساختاری کارآمدتر و قابلیتی بالاتر و دستیابی به کیفیت بهتر، نیازمند واکاوی مستمر فرایند خط مشی­گذاری است ، بنابراین هدف پژوهش حاضر شناسائی مؤلفه­ها و شاخص­های خطی مشی­گذاری در نظام آموزش عالی کشور جهت ارائه الگوی مناسب بود. این تحقیق در پارادایم تفسیری با رویکرد کیفی و مبتنی بر روش نظریه  بنیادی انجام شد. در این تحقیق 12 نفر کارشناس و خبره حوزه سیاست­گذاری و مدیریت آموزشی و از اعضای هیئت علمی دانشکده علوم تربیتی دانشگاه­های دولتی و غیردولتی استان تهران به عنوان نمونه تحقیق در نظر گرفته شدند و از روش نمونه­گیری زنجیره­ای جهت شناسایی و انتخاب خبرگان استفاده شد. به منظور جمع آوری اطلاعات مورد نیاز تحقیق از روش­های مطالعات اسنادی و میدانی استفاده شد و ابزار گردآوری داده­ها مصاحبه نیمه ساختاریافته بود. از نرم افزارMaxqda2007  جهت کدگذاری باز محوری-گزینشی داده­های گردآوری شده استفاده شد. یافته­هانشان داد مؤلفه­های اصلی خطی مشی­گذاری در نظام آموزش عالی کشور عبارتند از: توجه به مدیریت استراتژیک، گسترش چتر حمایتی، توجه به کیفیت مداری در نظام آموزشی، توجه به زیرساخت­های آموزشی، توجه به  توسعه همه جانبه و توجه به دستاوردهای خط مشی­گذاری در جامعه.

چکیده [English]

The gap between social expectations and the achievements of higher education has been steadily widening, and educational authorities are also concerned about objective and tangible failures in the field of education. There is a need for continuous analysis of the policy-making process to acheive a more efficient structure and higher capabilities and better quality for higher education. For this reason, the aim of present research was to identify the components and indicators of linear policy-making in the country's higher education system to provide a suitable model. This research was conducted in an interpretive paradigm with qualitative approach based on the fundamental theory method. In this study, 12 experts in the field of policy-making and educational management and faculty members of the Faculty of Educational Sciences of public and non-governmental universities in Tehran province were considered as the research sample and chain sampling method was used to identify and select experts. In order to collect the required information, the methods of documentary and field studies were used; inaddition, data collection tools were semi-structured interview; and Maxqda2007 software was used for open-axis-selective coding of the collected data. The outcomes pointed out that the main components of policy making in the country's higher education system were paying attention to strategic management, to quality orientation in the education system, to educational infrastructure, to comprehensive development and to policy achievements in the society and expanding the supports of policy making in the country's higher education system.
