چکیده

هدف از انجام این پژوهش، بررسی عوامل بازدارنده مشارکت زنان در سطوح مدیریتی سازمان آموزش و پرورش از دیدگاه مدیران‌ میانی در کشور ‌ایران‌ بود. جامعه آماری این پژوهش توصیفی-پیمایشی، شامل کلیه مدیران‌ میانی مرد و زن شاغل در سازمان آموزش و پرورش بود که از بین آنها 300 نفر (150 نفر زن و 150 نفر مرد) به روش خوشه‌ای انتخاب شدند. برای اندازه‌گیری متغیرهای تحقیق، از پرسشنامه‌ی محقق ساخته پس از احراز پایایی و روایی استفاده شد. برای تجزیه و تحلیل داده‌ها، علاوه بر توصیف متغیرها در قالب میانگین، انحراف استاندارد و فراوانی، از روش‌های تی تک نمونه‌ای، تی مستقل،‌ ضریب همبستگی اسپیرمن و آزمون فریدمن استفاده شد. نتایج تحقیق حاکی از آن بود که از بین عوامل هفتگانه‌ی مورد بررسی، آزمودنی‌های تحقیق، عوامل شخصیتی و نقصان مهارت های فنی را در انتصاب زنان به سطوح مدیریت بی‌تأثیر دانسته و عوامل نگرشی، اجتماعی-فرهنگی، مذهبی-تاریخی،‌ سازمانی و سیاست‌های دولت را در بازداری از انتصاب زنان به سطوح مدیریت مؤثر دانسته‌اند. همچنین مقایسه‌ی میانگین عوامل مختلف حاکی از آن بود که بالاترین میانگین‌ها به ترتیب به عوامل زیر اختصاص دارد: سیاسی، سازمانی، مذهبی-تاریخی،‌ اجتماعی-فرهنگی، نگرشی، شخصیتی و نقصان مهارت.

An Examination of the Barriers to Women’s Participating in Managerial Levels of Education Organization in Iran

The present research aimed to examine the barriers to women's participation in managerial levels in Education Organization from the viewpoints of middle-level managers in Iran. The research was conducted in a descriptive-survey framework and the population included all male and female middle managers, among whom 300 applicants (150 persons for every gender) were selected through multistage cluster sampling method. The data were gathered through a researcher-made questionnaire, the validity and reliability of which were statistically confirmed. To analyze the data, descriptive statistics (as mean, standard deviation and frequency) in addition to inferential statistics including one-sample t-test, independent t-test, Spearman correlation coefficient and Friedman test were employed. The results showed that, of all seven supposedly compelling factors, applicants considered personality and incompetence as ineffective factors in women employment in Education Organization while attitudinal, sociocultural, historical-religious, administrative and governmental factors were reported as effective in their employing in managerial levels. In addition, the results of means’ comparison proved that the highest means belonged to political, administrative, historical-religious, sociocultural, attitudinal, personality and incompetence factors respectively.
